Hi Chris,

I think there is a reason, and it has something to do with partial cell:

supposed that the surface level is only filled by less that 1/2
let say 1/4.
In this case, 
with termP = MIN(rC(kLev)*recip_P0g,1.)
we get termP= 1 because rC(kLev) > P0g (P_0 at the ground).

but the form in the external_forcing_u will still give
you a termP that corresponds to the midle of the open-air
grid cell, and termP < 1.

Does it make sense ?
