Yes, I put it in the wrong place.

So now (in my local CVS tree) I've moved essentially all of the
MNC_PARAMS.h variables into PARAMS.h, cleaned up all the files that were
needlessly including the former, and will check everything into CVS as
soon as I can get a clean run with testreport.
