Hi Chris/Ed,

I still don't understand why ini_mnc_io.F should be in model/src
and not in pkg/mnc.
But may be some one can explain me.
By the time, I will not changed it back, nor do any tag, nor check-in 
anything, I promise.

I don't care about changing the "rule" of what should be in one place
or in an other. But 
1) I really want to know what the "rules" are.
2) And if they change (as it seems to be the case), the new rules should be
applied everywehere and not only to one file.
Just one last thing: How can any one (outside the fews what can guess 
what is the latest fashion) can contribute to the code  (this open-source
concept) if you have 3 layers of differents (and oposed) rules that 
co-exist at the same time ?
