[MITgcm-devel] new version of diagnostics_fill

Hi Dimitri,

I've just checked-in the new version of DIAGNOSTICS_FILL.
I expect it to be faster, but the improvement might be 
negligible.

It would be nice if you could re-run the same comparison
test timeave/diagnostics as you did before. 
If using diagnostics is still significantly slower, we 
will have to find something else.
