Dear Dimitris, Ed,

Here is a gamma-level genmake2 with cygwin support and the corresponding
compiler option file. It does most of the code generation. The option file
must be given as the parameter, since the uname -a result depends on the
windows version (it seems).

There is one remaining piece of handwork: the line
echo 'F77FILES =  $(SRCFILES:.F=${fext})'
>> $MAKEFILE
does not translate into .F=.for in the middle, but needs to be edited in
the Makefile. The patch is probably not too hard?
