JM (and others),
One thing to remember, I think - at this point we haven't defined EXCH
for D-grid velocity points on cube.
It shouldn't matter if we stick to simple Newtonian relaxation of U_d
to U_c, but if we ever activated the del^2 type relaxation we'd need to
figure EXCH out and maybe write some code.
