[MITgcm-devel] need explanations

Hi, 

I am still confused with the way PACKAGES_CONFIG.h is included:

Here is what I believed :
PACKAGES_CONFIG.h should only be included :
   a) at the beginning of a .F file 
or b) within a {pkg}_OPTIONS.h files
but never in a header file that contains variables.

but I can find it in a lot of those header files:
CG3D.h GRID.h GW.h SOLVE_FOR_PRESSURE3D.h DYNVARS.h

can someone explain me the logic of this ?
