Here's the reason(s) why global_with_exf used to work (although it shouldn't)
then failed, and now works again (although it still shouldn't):
in ECCO_CPPOPTIONS.h
there's an #ifdef ALLOW_ECCO which should not be there,
since exf is now fully decoupled from ecco.
packages.config correctly excludes ecco package.
Surprisingly though global_with_exf worked although
ecco packages is excluded.
Reason is that the CAL_OPTIONS.h is completely overloaded
with define's (and wrong)
and causes ordering of the OPTIONS files to matter.
