o cost_transport
  - fix bug for ATLANTIC_HEAT_TRANSPORT (ig .ge. igmax instead of
    .eq.)
  - add ATLANTIC_OVERTURNING code, had to fix depth, finding the
    maximums overturning leads to recomputations, storing probably not
    worth it
  - clean up usage of CPP-flags to switch between cost functions
    (these could be runtime flags)
