Without knowing your system or your build_options file, you need to find out where your netcdf includes and libs are, and then you may have to include these paths explicitly into your build options file. There are many examples in the tools/build_options files.
If you share your build options file and maybe the output of “env” after loading all of your modules, I can give you more specific advice.
