[MITgcm-support] [EXTERNAL] OBCS add_tide does not change open boundary velocities

Thanks @ Matthew and @ Dimitris.
The problem is solved by adding ‘useOBCStides = .TRUE.,’ in data.obcs.
However, this is not updated in the latest manual (8.3.1. OBCS: Open boundary conditions for regional modeling ― MITgcm checkpoint67v-28-g8d431ea01 documentation<https://mitgcm.readthedocs.io/en/latest/phys_pkgs/obcs.html>), and I would kindly suggest the developers to add this to ‘Table 8.2 OBCS runtime parameters’.

   useOBCStides = .TRUE.,

in data.obcs
