[MITgcm-support] OBCS sponge for ptracers

Hi Hadar,

The "OBCS sponge" code has some limitations and this is the reason why a separate 
"relaxation" package, pkg/rbcs, was added: 
 https://mitgcm.readthedocs.io/en/latest/phys_pkgs/rbcs.html

In particular, pkg/rbcs allows to apply relaxation to passive tracers
using a 3-D map for relaxation strength and a 3-D relaxation target for each tracer.
You can also take a look at a simple example:
 verification/exp4/input/data.rbcs
