[MITgcm-support] Error Mask

1. the parameter specification for OB_[IJ]*, referenced below, is certainly admissible.

The specification is only 'wrong' because of the 'OBSC_CHECK' error message that is emitted.

One can 'fix' this by comparing the mask in the log file(s) with the specification, though this is cumbersome.

2. The model is 'fixing' the topo (in pks/obcs/obcs_check_depths.F), if  OBCSfixTopo=.TRUE.
(The default is .TRUE.)
and the mask calculated from the 'new' topo is at odds with the OB_[IJ]* specification.
