[MITgcm-support] OBCS for PTracers

Hola Josué,

the parameter is called OBXptrFile(iTracer), see, for instance:

verification/so_box_biogeo/input/data.obcs

rbcs is more flexible, but with this you can prescribe values at the
open boundary just fine.
