[MITgcm-support] eddy transported by mean flow barotropic gyre

My guess is that the eddy is not advected because it is in geostrophic balance 
so v dot grad h =0.  A barotropic flow could advect a baroclinic eddy but for a 
single layer I think you will have this geostrophic degeneracy problem.
