[MITgcm-support] Controlling C-grid grid mode

Christopher,
Griffies and Hallberg (2000, MWR) has a few guidelines on how to choose 
viscosities and how to relate harmonic to biharmonic viscosities (at 
least the "A4 = 0.125 Ah dx^2" relationship is explained in there). Many 
of the material seen in mom_calc_visc.F also comes from that paper.
