Hi Anuradha,

few comments:
1) the model does not know about parameter "dumpMean" that
you listed below. If I add this one in my parameter file "data",
I will get an error when trying to read the namelist.
2) you have attached a file "data.doc" but the model does not 
read such a file (and some MITgcm-support guys, including myself,
will not try to look at this binary file when they expect to just 
find a plain ascii file).
3) You will find useful information regarding output file and
basic parameter meaning in section 3 of the manual:
http://mitgcm.org/public/r2_manual/latest/online_documents/node1.html
and more precisely in section 3.5 and after.

But in short, if you want to restart from
 pickup*.0000086400.* 
set of files,
(where 86400 correspond to a time-step number, cf manual section 3.5)
you need to specify either
either a) nIter0=86400, 
          (and no startime)
or     b) starttime=933120000.,
          (and no nIter0)
where 933120000. (in seconds) corresponds to 86400*deltaTClock
