Hi there,

the specific implementation goes back to work by

Bruno Ferron and Jochem Marotzke, 2003:
Impact of 4D-variational assimilation of WOCE hydrography on
the meridional circulation of the Indian Ocean.
Deep Sea Research Part II, 50(12-13), 2005 - 2021.

Nadia Ayoub, 2006:
Estimation of boundary values in a North Atlantic circulation model
using an adjoint model.
Ocean Modelling, 12(3-4), 319-347. doi:10.1016/j.ocemod.2005.06.003.

Don't think it has a special name beyond "sponge layer"
(it really isn't more than that).
