Yes!

 > gfortran -o genmake_tnc genmake_tnc.o  -lnetcdf -lnetcdff

thank you Ed.
Now I have an executable "genmake_tnc"
So, the last step will be how to modify 
$ROOTDIR/tools/build_options/linux_ia32_gfortran

Any ideas?
