Hello,

I've been doing offline tracer simulations with OBCS and realized that S/R
obcs_apply_ptracer (similar to obcs_apply_ts) uses obc_mask based on maskW
and maskS.  Should the open boundary tracer properties be defined at the
grid faces?  Or should it be defined at the tracer point in the center of
grid cell (in which case we would have to use maskC)?
