Riema, not sure if you want all the details but there are actually two separate 
computations of Richardson numbers and two separate critical Richardson numbers 
in KPP package.  The first is a bulk computation at surface, which sets depth of 
  oceanic planetary boundary layer, and which is controlled by KPP parameter 
Ricr.  The second is a local computation at depth, which turns on mixing due to 
shear instability (mostly in Equatorial thermocline) but which is also 
responsible for removing instabilities in the model below PBL, and which is 
controlled by Riinfty.
