[MITgcm-support] OBCs over topography!

Hi Van Thinh,

I actually think either would be fine.  I believe the masks will 
over-rule the obcs-prescribe so that if you prescribe a T,S,U,V where 
there is land the model will not be effected.
Please let me know if you find otherwise.
