[MITgcm-support] manuals about sea ice package

Hi Liuyu, unfortunately there is no detailed technical and user manual
about MITgcm sea ice options, yet.  But the seaice models that are
coupled to MITgcm are standard and have been published.  Jinlun Zhang
and I are responsible for maintaining the so-called pkg/seaice.  I
attach a brief preliminary description of pkg/seaice with references.
Let me know if you have questions.
