[MITgcm-support] DOME experiment update

I've modified the DOME experiment slightly:
 - it now uses the Leith variable bi-harmonic viscosity rather than fixed
harmonic viscosity
 - reduced tolerance on the sovler to save time
 - switched to "staggered time-stepping" to improve CFL on gravity waves
 - increased the time-step from 50 seconds to 5 minutes.
 - as a result of the above it runs much faster
