[MITgcm-support] lab_sea experiment

Initial effective sea-ice thickness (HEFF) is specified in the runtime 
file "data.seaice".  In the lab_sea experiment it is set to 
"SEAICE_initialHEFF = 1.0".  Initial HEFF can also be specified using:

# SEAICE parameters
  &SEAICE_PARM01
       SEAICEwriteState   = .TRUE.
       HeffFile           = 'lab_sea_HEFF_initial.bin'
       SEAICE_deltaTtherm = 3600.
       SEAICE_deltaTdyn   = 3600.
  &

After the initial time step, sea-ice thickness and area are computed 
from surface oceanic and atmospheric conditions using the formulations of:
