[MITgcm-support] genmake2: going with the flow

I am a little bit confused:

I was thinking that .genmakerc has been replaced by "gm_local"
and that the optfile was mainly for thinds that are machine dependent
but not so much set-up dependent.

May by can add a line or 2 about gm_local in the HOWTO document
(or it's already there ?) ?
