[MITgcm-support] genmake2: going with the flow

Of course it does have a -mods= option, but when I use
genmake2 -mods=../code
so -mod=../code as the only option, without any of these special 
build_options files, my Makefile is incomplete. I think, there should 
be some working, maybe suboptimal, default, that works as good as
genmake -mods=../code
