Martin, we have been discussing best way to proceed for dealing with
surfaceTendencyTice.  So things are a bit slushy at this time.

The reason for distinction between surfaceTendencyT and
surfaceTendencyTice is that the later gets added to model temperature
directly by sea-ice model while the former gets added during time
stepping.

I did try adding the sea-ice heating term directly to time stepping
scheme but that caused some ugly oscillations and overshoots because of
Adam's Bashford scheme.  So for time being the two temperature terms
need to be separated.

KPP needs to know about net surface fluxes, so it needs to know about
both terms.  Hope this helps.
