I have checked out c47 again and ran the tests on
twain and sea and both gave 16 digits precision.
Not sure what happened. The .genmakerc files were
already in the respective directories
(lab_sea/input and global_with_exf/input).
Re. forward_step, the bug got into it after c47.
I guess, after checking in the new packages
bulk_forcing and thermodynamic_seaice the
testscript has not been re-run.
