If ROOTDIR is unset, -rootdir is unspecified then
genmake now scans ". .. ../.. ../../.." for a logical
value for ROOTDIR.

ROOTDIR must be set so if it can't figure out a
logical location then it exits with an error.

You still need to use -mods if you're not in the
code directory. -mods can be specified multiple
times or take a comma separated list of multiple
mods. Files found first take precedence.

e.g. cd verification/jmc-exp/input
     ../../../tools/genmake -mods=debugstuff -mods=../patch -mods=../code
