[Mitgcm-support] Note: Ecco with Moto's diagnostic package

This has been implemented with the latest ecco version 0.16.1. It has
also been uploaded to the CVS tree.

Changes (detailed in the ChangeLog file) include deleting the
gsgt_impldiff_*.F codes, and modifying both dynamics.F and
gsgt_dynamics.F so that only one call to IMPLDIFF subroutine is needed.
This is necessary to pass the TAMC compiler, otherwise TAMC will create
two different and incompatible adjoint version of the IMPLDIFF
subroutine.
