Daniel,

Chris is right in that you need more scale selective damping. Make sure
CD scheme *is* turned off at this resolution.  To be able to increase the
del4 viscosity you will need to set cosFacPower to some number between
0.5 and something (maybe 1 or 2). This scales the viscosity as a function
of latitude to avoid breaking CFL with small grid-spacing. I think it might
be documented...
