[Mitgcm-support] debug_stats_rs.F

Why does
debug_stats_rl.F call DEBUG_FLD_STATS_RL , but
debug_stats_rs.F call MON_STATS_RS ?

(don't reply "because DEBUG_FLD_STATS_RS doesn't exist"
that's a correct answer, but doesn't really answer
the question).
