[MITgcm-devel] Seaice wind-stress diagnostics

Hi Martin,
I added diagnostics of wind-stress over seaice and also the
seaice fraction weighted wind stress over ocean+seaice.
If you (or any one) found someting curious (not unlikely since I did
not check too much) or has some suggestion, don't hesitate.
I also remove SIfu & SIfv diags (duplicates), and also SIuwind,SIvwind
that I found confusing (since the corresponding variables belong to
pkg/exf); for now, kept SIempmr, SIqnet, SIqsw.
Note that there is a good reason for having diagnostics of ocean net surface
fluxes within pkg/thsice since this pkg is used in atmospheric config and
in this case, the main model surface-fluxes diag are not active.
In the case of pkg/seaice, the reason is not so clear ...
