[MITgcm-devel] check in new layers code

Hi JMC et al.,

I have some updates to the layers code that I would like to check in. These
are mostly experimental at this point and will only be active if
the LAYERS_THERMODYNAMICS option is defined.

Other than changes within the layers code itself, my update would introduce
calls to some layers functions in the following files:
model/src/diags_oceanic_surf_flux.F
model/src/impldiff.F
pkg/generic_advdiff/gad_implicit_r.F
pkg/generic_advdiff/gad_calc_rhs.F

I just wanted to check with you before committing the changes.
