[MITgcm-devel] default makedepend

Hi Jean-Michel,

fine with me, especially if it makes us less dependent on platforms
(and also on the MAXFILES issue on some platforms).

If we do that, could we omit the single-quote warning
to the extent that it actually doesn't matter?
It certainly tricked me the first time into thinking something
was wrong, when in fact it had no impact.
