[MITgcm-devel] pkg/seaice changes

Sure, most of the SEAICE_DEBUG statements in seaice_model and seaice_growth
are not meant to stay there for long. I will remove them a soon as this new
package is up and running (1-D test and Arctic-36km test). However, I am
grateful for we started merging my code before even more changes to the
main branch happen.
