the answer is, I believe, 

          SEAICE_mcPheePiston = SEAICE_availHeatFrac
     &                        * drF(kSurface)/SEAICE_deltaTtherm

That line was in seaice_check.F and now is in seaice_init_fixed.F.
Compute this number and specify it in data.seaice. That should do it.
And just in case, also from seaice_init_ficed.F, you have

         SEAICE_frazilFrac = SEAICE_deltaTtherm/SEAICE_gamma_t_frz
