[MITgcm-devel] thsice salt-plume interface

Hi,

I am going to check-in a smal interface S/R to salt-plume pkg
in pkg/thsice. 
Patrick & Martin: This is not a final version and needs to be
re-written before showing it to TAF (2 calls -> merged into 1).

I will also take the EXCH out of seaice_model.F and put it into
a pkg/salt_plume S/R called directly for do_ocean_phys.F
(I guess should be OK with TAF since I don't see any salt-plume
storage in seaice_model.F).

I have a question regarding this saltPlumeFlux exch (but in 
fact, it's a more general question regarding few other
forcing field exch): 
I don't have a clear idea why this exch is needed
(I can comment out the call, lab_sea.salt_plume results don't 
change). I know that at the end, only the interior matter in 
salt_plume_tendency_apply_s.F since only the gS array interior 
is filled in EXTERNAL_FORCING_S. But saltPlumeFlux is also
remove from surfaceForcingS (salt_plume_forcing_surf.F) so 
things are not obvious (KPP ? GGL90 ?).
