[MITgcm-devel] switching seaice_obcs from legacy to devel

Jean-Michel, I agree but I am not sufficiently familiar with most
recent pkg/seaice developments to decide what is "better".

Gael, Martin, An, Patrick, and Ian, is there anything that you
would like to change in lab_sea/input.salt_plume/data.seaice
before I regenerate seaice_obcs?
