[MITgcm-devel] using genmake_local in genmake2

Hi,

I don't know if this is a good idea, but seems to me that if
the "genmake_local" file was sourced after processing the 
command line arguments (instead of before, as currently done), 
it would give more choice regarding what can be set in 
"genmake_local", and potentially could be used more often.

For instance, my hack in fizhi-cs-32x32x40/build/genmake_local
to switch to -r8 could be handle directly without the need to
define this GFORTRAN_OPTFILE variable.
Also the OpenAD/code_oad_all could be added with genmake_local
(instead of beeing hard coded in testreport) and, more generally,
would allow to use testreport for experiments which require
a 2nd (non standard) MODS dir.

Would it be a serious problem to make this change ?
