[MITgcm-devel] Add sea ice surface forcing to pkg/seaice

Gael and Jean-Michel, thank you for taking a look at latest seaice_growth.F
modifs and sorry for my inadequate coding skills.  I did not mean to cause
such a commotion or to use up so much of your time on this issue.

Also, thanks for the suggestions below.  They are excellent.
I will revert back to r164, as requested, and then implement these changes.
