[MITgcm-devel] verification experiment for pkg/bbl

Done.  But, for the record, the addition of useBBL makes this verification experiment very sensitive.

For output file created on baudelaire:
Y Y Y Y>16<16 16 16 16 16 16 16 16 16 16 16 16 16 16 16 16 pass  global_with_exf.yearly

On my mac laptop I get:
Y Y Y Y> 2< 1  1  4  3  2  2  9  2  4  1  4  3  3  4  4  3 FAIL  global_with_exf.yearly
