[MITgcm-devel] masking of EmPmR (for OBCS)

Hi Martin,

I will try to remove the maskInc multiplication of EmPmR
in external_forcing_surf.F and add the corresponding masking 
in solve_for_pressure.F & pre_cg3d.F
will check-in this tomorrow, and then you will be able to try
if this helps for your obcs-Stevens.
