Hi Holy,

The exch call (within obcs_prescribe_exchanges.F) was clearly
needed with OBCS_Sponge (and you are using OBCS-Sponge).
The OBCS-Sponge is not tested, so I did not realise when
I made the changes in dynamics.F on October 25 
that there was a problem.

If you could try with the 2 newly modified files:
 dynamics.F & obcs_prescribe_exchanges.F
and check if the sea-level is OK. 
And please let me know what happen when you do this test
(It could be that there is still something else to fix).
