[MITgcm-devel] small change of definition of sfluxbarfile, hfluxbarfile in pkg/ecco

Hi there,

f.y.i,
I'll shortly put in a little change of definition of
sfluxbarfile, hfluxbarfile (should be relatively benign,
since it's mostly used to what it's set as default).

This is to allow code to constrain air-sea fluxes computed from
bulk formulae to those provided, e.g., from NCEP.
This can later be extended (i.e. constrain to several products).
I'll start with constraining to monthly means.
