[MITgcm-devel] manual and web building

Hi Chris and Ed,

I switch the building of MITgcm web + manual 
from eddy:/scratch2/edhill/build_web (run by Ed)
to be done directly (as jmc, on eddy) in:
 mitgcm-web/html/build_manual
and put the results in:
 mitgcm-web/html/r2_manual

(note: we have links /u(/u0)/httpd/html -> 
 /net/orwell.csail.mit.edu/export/export-9/mitgcm-web/ )

It's not slower than on eddy:/scratch2 , avoid the slow 
tar/untar/cp phase to get it back to r2_manual,
and this way it should be backup.

The latest buildt seems OK, but if someone see strange
things, let me know.

I commented out the former cron job on eddy (Ed's crontab)
and move it to mine, to be done once a day (for now, starting 
at 3.05 pm) but could be done more often if we want.
