If I can put in my 2 cents, the most efficient way of doing things would have
to be a two-pass testreport:
1) A cross-compilation pass that goes to the make mitgcmuv stage
2) A gmake output.txt stage that is a single submission to the queuing system
for all verification tests.
Doing this properly would need adding 2-stage flags to testreport and changing
the logic of testreport to produce a single report out of the 2-stages.
