I've yet to write it up properly but the scheme is derived from OSMP7
described by
Daru, H. and C. Tenaud, 2004, High order one-step
monotonicity-preserving schemes for unsteady compressible flow
calculations, JCP 193 563-594.
I modified the scheme to FCT between the MP and TVD limiters and cascade
down in resolution near boundaries but that part is not written yet but
will be one day in Ocean Modelling.
