that is also how I read the code, i.e., the netHeatFlux computed by 
seaice_budget_ice does include a bulk parameterization of latent heat loss over 
sea ice, which is based on surface humidity and on wind speed, but that the 
implied sublimation term is not applied to the surface of the ice.

Jinlun and Martin, is above correct?
